chore(aws-fde): NO-GO at Phase 0 gate — 69/100 below the fit bar

77.5-89; nothing below 75 has ever been sent.

No cohort slot consumed (Adjacent stays 1/2). No bullets written, no resume, no

better-fitting AWS req appears.
